Joint declaration calls for an urgent need for Cyprus solution
Organized by the International Union of Socialist Youth (IUSY) and hosted by NEOS, the international seminar entitled “Conflict Resolution” took place at Larnaca between 18-20 October. YBH Youth (Patriotic Unity Movement Youth) participated at the seminar with a delegation. At the end of the seminar, a final declaration was issued demanding the resolution of conflicts in Cyprus and the Middle East.
A joint declaration on the Cyprus problem and the accession process of Cyprus to the EU, prepared by YBH Youth was signed by NEOS, YBH Youth and IUSY. The joint declaration will be brought by the IUSY to their Presidential meeting to take place in Lisbon in November for approval as a general decision of IUSY.
Representatives of youth organizations from Israel, Palestine, Italy, Macedonia, Yugoslavia, Lebanon and Cyprus, as well as the General Secretary and the Vice Presidents of IUSY took part in the seminar.
On the 20th of October, the youth section of DGB trade union from Germany, together with representatives of BÝLBAN and IKME held e meeting with NEOS, YBH Youth and DEOK trade union. They exchanged views on a joint project which is being implemented eversince 1998 entitled “Cyprus after a solution” and worked on future projects.
The joint declaration of IUSY, NEOS and YBH Youth follows:

DECLARATION
IUSY, NEOS, and YBH Youth having met in Larnaca from 18th to 20th of October 2002 and having evaluated the current situation in Cyprus concerning the accession process of Cyprus to the European Union (EU) and the Cyprus problem, have embraced the following conclusions:
1. Underline the urgent need to reach peaceful just, democratic and viable solution.
2. Confirm that the solution of the Cyprus problem must lead to bi-zonal, bi-communal Federal Cyprus, based on the 1977 and 1979 High Level agreements, relative UN resolutions, International Law, and the Acquis Communautaire, made up of the two politically equal communities as described in paragraph 11 of the UN Secretary’s General report of April 1992 and the UN relevant solution. Such a solution must safeguard full independence, territorial integrity, single sovereignty, single international personality and single citizenship and exclude the union in full or in part with any other form of partition, annexation or secession.
3. Support a solution that will be based on the consolidation of the security feeling in both communities and the safeguarding of the human rights and the freedoms of all citizens without any discrimination on the basis of national origin.
4. Believe that a just, viable and democratic solution can only be achieved in a peaceful way by means of substantive talks under the auspices of the UN. For this reason they call on all related and responsible sides to comply with the above mentioned agreed federal framework paving the way for meaningful dialogue. Therefore, we call the representative of the Turkish Cypriots Mr. Denktash to positively contribute to the negotiations within the framework of the above-mentioned solution.
5. Understand that the accession process of Cyprus to the EU must act as a catalyst for the solution of the Cyprus problem. Membership to the EU would promise a prosperous and secure future for all citizens of the island of Cyprus.
6. Realize that the multicultural character, tradition, political culture, institutions and charters of human rights of the EU, will serve for the integration and co-existence of the people of Cyprus.

The necessity of a solution, has gained even greater significance as the
final decision for the accession of Cyprus to the EU will be determined by the
end of the 2002 the latest, without the solution being a precondition. It is our
belief that accomplishing a solution and accession to the EU at the same time
will be the most ideal outcome.
